Andrew Foglia Appointed Deputy Director of Policy and International Affairs

Register of Copyrights Shira Perlmutter has announced the appointment of Andrew Foglia as Deputy Director of Policy and International Affairs for the U.S. Copyright Office, effective January 17, 2023. Foglia will assist the Associate Register of Copyrights and Director of Policy and International Affairs with the critical policy functions of the Office, including domestic and international policy analyses, legislative support, and trade negotiations.

Foglia joined the Copyright Office in November 2020 as senior counsel for policy and international affairs. His domestic and international portfolios covered artificial intelligence, South Asia, Canada, and Mexico. He was one of the lead authors for the Office’s studies on press publishers’ protections and standard technical measures.

Before joining the Office, Foglia practiced for five years in Winston & Strawn’s Copyright, Media, and Technology group, where he focused on the Digital Millennium Copyright Act and mass-infringement cases. Previously, he clerked for Judge William H. Pauley III of the U.S. District Court for the Southern District of New York and Judge Michael A. Chagares of the U.S. Court of Appeals for the Third Circuit.

Foglia earned a JD from Duke University School of Law, where he was an R.C. Mordecai Scholar and member of the Order of the Coif, and a BA from Davidson College.
