Malcolm Hawkins
Deputy Director of Operations
Malcolm “Hawk” Hawkins is the deputy director of operations for the United States Copyright Office. He was appointed to the position effective July 14, 2024.
Hawkins assists the Assistant Register and Director of Operations with the Office’s strategic planning, financial management activities, and business processes. The Office of the Assistant Register and Director of Operations (ARDO) oversees five sections comprising finance and budget, human capital, materials control and analysis, acquisitions and deposits, and product management. Working with the other divisions, ARDO manages institutional projects, including the development of business requirements to support modernization of Copyright Office systems and processes.
Hawkins joined the Office in November 2020 as chief of the Administrative Services Division. He served as an advisor to the Register and provided oversight and coordination on human resource matters and labor relations, employee and workplace safety, personnel security, and facilities management. Additionally, he served on the Library of Congress’s Human Capital Advisory Board.
Before joining the Office, Hawkins served in various roles at the Defense Human Resources Activity in the Department of Defense (DOD). There he advised senior DOD leadership on planning, programming, budgeting, and execution and was responsible for program oversight of the Defense Suicide Prevention Office. Previously, Hawkins served more than twenty years of active-duty service in the U.S. Air Force, with his last assignment as Manpower Team Chief in the Office of the Under Secretary of Defense for Policy. He also served with the Secretary of the Air Force as a Legislative Assistant and in the Air Force Recruiting Services as the sole representative responsible for physician and officer accessions in Arizona.
Hawkins earned a bachelor’s degree from the University of Maryland University College and an MBA from the University of Phoenix.
