Jacqueline Napier
Assistant Register and Director of Operations
Jacqueline “Jacklyn” Napier is the Assistant Register and Director of Operations for the United States Copyright Office. She was appointed to the position effective March 27, 2022.
Napier is responsible for financial management, business and administrative operations, and strategic planning for the Office. This includes financial and budget operations, procurement, and statutory royalty investments and disbursements. She oversees five divisions comprising finance and budget, human capital, materials control and analysis, acquisitions and deposits, and data and systems support.
Before joining the Office, Napier served as integrated risk management program manager and as deputy director of financial operations for the Department of the Navy, where she led strategies for enterprise financial accounting, business transformation, and risk management operations. Her portfolio included oversight of the independent audit, financial management and reporting operations for nineteen budget offices, policy advice, and the accounting shared service provider. Previously, she served in senior positions, including acting director and deputy director of financial operations and deputy chief financial officer, with the U.S. Coast Guard and U.S. Customs and Border Protection, both in the Department of Homeland Security (DHS). There she provided financial reporting, audit remediation, internal controls, financial systems management, and enterprise policy. Napier has also led business transformation, including projects to modernize the Navy’s financial systems, and has experience in risk management. She has served on active duty with the U.S. Air Force and as an officer with the Air National Guard.
Napier is an active certified public accountant and chartered global management accountant. She earned an undergraduate degree in accounting from the University of Colorado and an executive master of public administration with honors from American University. She has earned numerous military and civilian awards, including the Air Force Meritorious Service Medal and for financial management from DHS and the U.S. Coast Guard.
