FINAL RULE ISSUED IN ANTICIRCUMVENTION RULEMAKING

The Librarian of Congress, on the recommendation of the Register of Copyrights, has issued a final rule in the anticircumvention rulemaking pursuant to section 1201(a)(1)(D). The final rule announces that during the period from October 28, 2003, through October 27, 2006, the prohibition against circumvention of technological measures that effectively control access to copyrighted works shall not apply to persons who engage in noninfringing uses of four classes of copyrighted works.
