Exemption to Prohibition on Circumvention of Copyright Protection Systems for Wireless Telephone Handsets


Pursuant to the Unlocking Consumer Choice and Wireless Competition Act, Pub. L. No. 113-144, enacted and effective as of August 1, 2014, the Librarian of Congress has amended the regulations set forth in 37 C.F.R. § 201.40 to allow for circumvention of technological measures by persons who seek to connect used wireless telephone handsets (cellphones) to telecommunications networks when the circumvention is initiated either by the owner of the handset or certain other specified persons, and when connection to the network is authorized by the operator of the network.
