NEW PROCEDURES BEGIN DECEMBER 29 FOR COURIER DELIVERIES
As part of restrictions on deliveries to Capitol Hill, new procedures for deliveries take effect December 29, 2003. Deliveries include those made by commercial couriers and messengers. The procedures do not apply to deliveries made by U.S. government representatives or the U.S. Postal Service, or those made by large commercial carriers such as Federal Express or United Parcel Service.
Couriers must deliver materials for staff at the Library of Congress, including materials to Copyright Office employees, directly to the Congressional Courier Acceptance Site (CCAS) located on 2nd and D Streets, N.E., Washington, D.C. The CCAS will accept items from couriers with proper identification Monday through Friday from 8:30 a.m. to 4:00 p.m. Couriers will no longer receive a receipt stamped by the Copyright Office but will instead receive one stamped by the CCAS. The Copyright Office will consider the date of receipt at CCAS as the date of receipt in the Copyright Office.
A courier may deliver up to 10 items at a time. Packages accepted at the CCAS may be no larger than 4 inches by 14 inches by 18 inches. Larger packages will not be accepted by the CCAS. The courier will be directed to deliver these packages to the off-site mail processing center in Capitol Heights, Md., further delaying receipt in the Copyright Office.
