The Copyright Office of the Library of Congress requests public comment on the interpretation and application of the mechanical and digital phonorecord compulsory license (17 U.S.C. 115) to certain digital music services. The Office seeks public comment on the extent of its authority to act, as well as the advisability of exercising any such authority. The Office also seeks comment on specific issues raised by petitioners, including issues related to the definition of "incidental DPD" and the streaming of recorded music.
