The Copyright Office is seeking comment on whether to amend its regulation that defines a "Service" for purposes of the statutory license governing the public performance of sound recordings by means of digital audio transmissions (17 U.S.C. 114(f)) in order to provide that transmissions of a broadcast signal over a digital communications network such as the Internet are not exempt from copyright liability under section 114(d)(1)(A) of the Copyright Act, title 17 of the United States Code. Comments are due April 17, 2000. Reply comments are due May 1, 2000.
Public hearings will be held at Stanford University on the 1201(1)(a) rulemaking on exemption to prohibition on circumvention of copyright protection systems for access control technologies (64 FR 66139; 65 FR 6573) on May 18 and May 19, not May 17 and May 18 as reported in NewsNet 81.
