COPYRIGHT OFFICE MAKES TECHNICAL AMENDMENTS TO REGULATIONS (64 FR
36574)
The Copyright Office periodically reviews its regulations as
published in the Code of Federal Regulations (CFR) to correct minor or
typographical errors in the published text. By publication in the
Federal Register on July 7, these nonsubstantive housekeeping
amendments to update the regulations became effective.
OFFICE PUBLISHES INTERIM REGULATIONS ON DESIGN PROTECTION FOR VESSEL
HULLS AND REQUESTS COMMENTS (64 FR 36576)
As part of the amendments to the Digital Millennium Copyright Act,
Congress last year enacted design protection for vessel hulls. As
described in NewsNet Issue 53 on June 29, the Copyright Office has
adopted, effective July 1, interim regulations implementing the
registration process for original designs of vessel hulls protected
under 17 U.S.C. chapter 13. At the time of NewsNet 53, the Office did
not know the exact date the interim regulations would be published in
the Federal Register or the due dates for comments and reply comments.
The regulations were published on July 7 (64 FR 36576) and the due
date for comments is Aug. 6, 1999. Reply comments are due by Sept. 7,
1999. See the Federal Register or www.copyright.gov/vessels.
OFFICE PUBLISHES ADVANCE NOTICE OF PROPOSED RULEMAKING ON
CANCELLATION PROCEDURES FOR A VESSEL HULL REGISTRATION (64 FR 36829)
The Copyright Office has adopted, effective July 1, interim
regulations implementing the registration process for design
protection for vessel hulls. Those regulations did not, however,
contain the procedures for canceling a registration. The Copyright
Office now requests comments on the process and procedures that should
be adopted under section 1313(c) of title 17, which permits a party
damaged by the registration of a vessel hull design to request
cancellation. The advance notice requesting comments was published
July 8 at 64 FR 36829. Persons submitting comments are invited to
combine these comments with the comments relating to the interim
regulations (see above), which are due Aug. 6. Reply comments are due
