OFFICE REOPENS COMMENT PERIOD ON NOTICE AND RECORDKEEPING FOR
MAKING AND DISTRIBUTING PHONORECORDS
The Copyright Office of the Library of Congress is reopening the comment
period on the requirements by which copyright owners will receive
reasonable notice of the use of their works in the digital distribution
of phonorecords. The comment period is reopened until 12:00 p.m. on
December 24, 1998. Parties who have previously filed comments may
supplement those comments if they wish. The Office will not reopen the
reply comment period. Information to this effect will appear in the
Federal Register. When it is published, the Office will advise on the
Federal Register citation.
CABLE COMPULSORY LICENSE: SPECIALTY STATION LIST
PUBLISHED (63 FR 67703)
The Copyright Office published a final list of stations listed in
affidavits sent to the Copyright Office in which the owner or licensee
of the station attests that the station qualifies as a specialty station
in accordance with the Federal Communications Commission's (FCC)
definition of specialty station in effect on June 24, 1981. The list
will be used to verify the specialty station status of those stations
identified as such by cable systems on their semi-annual statements of
account. The specialty station list is effective January 1, 1999. This
list includes late-filed affidavits not included in the list published
October 23, 1998 (63 FR 56948). This final list will be in effect for
the accounting period 1999-2001.

December 28: Effective date of procedural regulations to implement the
Digital Millennium Copyright Act of 1998
January 1, 1999: Effective date of cost of living adjustment for
performance of musical compositions by colleges and universities
January 1, 1999: Effective date of specialty station list in effect for
the accounting period 1999 2001
