U.S. Copyright Office Announces Senior Advisor to the Register of Copyrights

The Register of Copyrights announced today the appointment of Catherine R. Rowland to the position of Senior Advisor to the Register of Copyrights. She will have responsibility for a full range of legal, policy, and governance issues affecting the Office and its agency responsibilities.

Rowland joined the Copyright Office in 2010 as Attorney-Advisor for the Copyright Office’s Office of the General Counsel and also served as Senior Counsel for Policy and International Affairs from 2012 to 2015. Her duties have included a wide range of statutory and regulatory functions, including assisting with policy studies and rulemakings, representing the United States as a member of intergovernmental delegations at trade negotiations, and co-chairing public hearings. Before joining the Office, she was in private practice at the law firms of Arnold & Porter LLP and Hogan & Hartson LLP (now Hogan Lovells), where she represented a variety of companies in intellectual property matters. Rowland received her J.D. from William & Mary School of Law, where she was elected to the Order of the Coif and was on the William & Mary Law Review. She received her B.A. from American University.
